Disabled people or people at risk of becoming disabled are provided with services in accordance with this Code and the service provision legislation that applies to rehabilitation providers in order to promote their ability to live their lives in a self-determined manner and enjoy equal participation in the life of society, and to avoid or combat disadvantages. In addition, the special needs of women and children who are (at risk of becoming) disabled are taken into account.
The services for societal participation include the necessary social services to achieve the following irrespective of the cause:
- To prevent, remedy or reduce the disability, stop it from worsening or alleviate its consequences
- To avoid, overcome or reduce limitations in ability to work or the need for care, or to prevent a worsening of these conditions, as well as to avoid premature drawing of other social benefits or to reduce current social benefits
- To lastingly secure participation in working life in accordance with the person’s tendencies and abilities, or
- To provide holistic support for personal development and participation in life in society, as well as enabling or contributing towards a life that is as independent and self-determined as possible
